Water Restriction Frequently Asked Questions

 

Why do we need mandatory restrictions?

Due to ongoing dry conditions, action is needed to help protect our regional water system.

The U.S. Drought Monitor’s recent drought maps show the majority of North Carolina, including Kannapolis, Concord, Harrisburg, Mt. Pleasant, Cabarrus County, and Rowan County are in an extreme drought, with portions of southern Cabarrus County in exceptional drought. Rainfall is over 11 inches below normal for 2025-2026.

 

What drought stage are we in?

We are in mandatory Level 2 water restrictions.

 

How do the restrictions help us?

The restrictions help protect our water supply for essential needs during extreme drought conditions by reducing system-wide water usage by 5-10%.

 

What restrictions are in place? 

  • Watering and irrigation of lawns, gardens, and ornamental plants is allowed from 8 p.m. to 8 a.m. on Tuesdays and Saturdays only. Hand-held watering containers can be used any day without restriction.
  • Filling pools is allowed by permit only. (top-offs allowed from 8 p.m. to 8 a.m. Tuesdays & Saturdays) Pool filling permit can be found here. 
  • Residential vehicle washing is prohibited.
  • Residential pressure washing of homes and driveways is prohibited, except for pressure washing businesses with appropriate licenses.
  • Outdoor fountains/ornamental water use is prohibited (unless supporting fish).
  • Washing of public buildings, sidewalks and streets is prohibited, unless required for safety or health regulations.
  • Athletic Fields and Golf Courses must have an approved plan.
  • Dust suppression and hydrant flushing are limited to essential purposes only.

 

Are restrictions just for residents or businesses as well?

All customers, including businesses, must follow these restrictions.

 

What if I just planted my garden or new trees and flowers?

You may use hand-held watering containers for your garden and plants any day of the week without restriction.

Irrigation and the use of garden hoses for watering is allowed from 8 p.m. to 8 a.m. on Tuesdays and Saturdays only.

 

What if I have a well?

Customers using a private well (not connected to the City water system) are not subject to these restrictions. You may request a “Well Water Irrigation” sign for your home or business (one free per household/business).

Violations may result in citations and fines.
